On and around "E-Day", there could be total chaos! How can that be handled? Abandon the whole thing and beg for strong leaders to restore government and order
Shambles will attend some functions of government, for example its miserable failure safely to dispose of six decades of nuclear waste in Oregon. It will be handled by entrepreneurs, who will have several years prior to E-Day to figure out how, and how to charge for it and make a profit. There is no task that a market is unable to perform, not even cleaning up other peoples' mess.
Potentially there could be chaos as some essential services like pumping water, now done by government, stop being done as employees walk off the job. However those workers will have had several years in which to get ready, to negotiate with businesses poised to start and take over the task.
