Apart from the uniformly destructive results in practice (the "Garbage Out"), why exactly is it correct to refer to the act of having government control war and defense as "Garbage In"? It's not correct to do so. War is a very messy business and nobody consistently does it right, but having one well-established authority to take that responsibility is the only way history has found to do the job as well as it can be done.
Because government blunders notoriously in everything it does, and war is far too serious a business to entrust to a bunch of klutzes.
Because collective (government) decision making contradicts, conflicts with and is 100% incompatible with the basic human right of individual decision making and that is nowhere more important than on matters involving life and death.
